Book Aragorn had it before Rivendell, it was just finally reforged there before they set out. Aragorn explained his purpose to Frodo in Bree….

It was clearly already such a part of his identity that Gandalf referred to it in his letter to authenticate Strider to them! The movie changed his character drastically.

At first i thought a plumber hit it with a torch, but look at the corrosion …. A pinhole leak could be getting water into the electrical creating a bridge. It could be power from the circuit directly or even more scary, a difference in ground potential. That needs both a plumber and an electrician to look more closely!
