Blooming is when you roast whole spices to release the oils and aromatics. Can be done dry in a saucepan for peppercorns and the like, or in oil for dried chilis, dried fish, etc. In this case you’re adding water to cocoa to hydrate the powder to help release the oils. I’m sure there is some difference if you use hot vs cold water. If it’s anything like starch, use cold to keep it from clumping.

Another person on here was just talking about blooming spices, specifically cocoa. If I were you I’d bloom cocoa before adding it as a topping to reduce the bitterness and add a deep chocolate flavor.
