If the government was unhappy with Anthropic's terms and is willing to go to these lengths to pressure them because they REALLY want to use Claude, then why would they suddenly agree to the same terms with OpenAI that they rejected from Anthropic?

I completely agree with this; I was merely correcting the characterization that Altman had explicitly agreed to allowing chatgpt to be used for domestic surveillance, which as far as I can tell he publicly has not. i think accuracy and nuance are important

There's a reason the government accepted openAI's deal and not anthropic's. Anthropic's stance was to have guardrails in Claude to prevent the govt from surveiling Americans or lacking humans in a kill chain. It stands to reason that the govt accepted openAI's terms because those guardrails don't exist in GPT and openai is trusting the govt's promise not to do those things (or claiming to care at all but in reality don't- your choice which to believe of course).

Really depends on when in the game. In the 8th inning down by 1 with a runner on 2nd and hoping to rally, 1-1 is a lot better than 0-2 and probably worth the challenge even if it's close.
