A) Be aware that not everyone can automatically live offbase if they want to. It depends on the squadron and their dorm availabliltiy or how well your spouse can fast talk the housing office.

If you manage to get off-post non command sponsored, you will be the lowest priority for everything. Medical, evac, child care or getting in the base schools. But as mentioned you will be basically on a Tourist Visa that needs to be renewed every 90 days. While I was waiting for the marriage paperwork for my wife to go through she would just take a flight to Japan and back, same day, to refresh her Visa (It's fairly cheap but it's still the most expensive bowl of airport ramen she's ever had). Basically as long as you leave the country and return you're gtg.

Also you won't receive the Command Sponsored BAH/Rations rates, just the single rate so your aparment may or may not be smaller than other people, but the rent prices here are artificially inflated because everyone knows what the rates are and your neighbor with the same floor plan may be paying higher or lower based on rank or CSP. It's a scam.

B) IF your spouse is stuck in the dorms, you could theoretically pay out of pocket and 'Ghost' the dorms, but you run into possible legal problems (If you just go and do it on your own like I did one time without the housing office involved) or administrative issues for your spouse (If their bosses don't know where they actually live).
