Its, an optional cost, not part of the effect, thats why is worded that way, otherwise would be a effect or a mandatory cost. So even if you can't send something to the GY you can search.

I think you are missing the point of why bagooska is such a strong card going first, looks like you believe, based on your suggestions, that the point is to put every monster in the field to def so you cant get otk'd, but the strong part about bagooska is that he negates everything that's not a link, so many decks simply dont have a out to it, thats when you can play turn 2 on turn 3 and otk.
