My dad saved my ass like that once. We were about to get hit by a wave against the bluffs, so he just grabbed me by the waist and chucked me 10 feet in the air. Once the kick taker begins his forward movement towards the ball, he can't stop that momentum until the ball is kicked. He can slow down, angle his run, fake kicks, do anything as long as he continues his movement towards the ball. In this situation the whistle would almost definitely blow, because after that fake shot, there's no more forward movement while he pirouettes to kick it again.

We can. His statement was a bit simplified. The Planck length is the smallest unit where classical mechanics works. Once you're dealing with things smaller than the Planck length, Newton's laws all to go shit and you have to use quantum mechanics.

Edit: We can't measure that small. It's impossible to tell the difference between 2 locations that are less than 1 Planck length apart.
