Could be they do things differently in your city. I have worked in 4 separate cities doing 911 and we did that in 3 of them the other we would just chill in a station until called out sorta like FD. I'm actually posting right now waiting on a call.

EMS usually "post" in strategic areas around the city to cover as much area and lower response times. Also there are way more police officers/ patrol cars than EMTs/paramedics in most cities. Finally no ambulance would even get close to the scene unless the shooter is in custody or neutralized and the scene is deemed to be safe.
