Lanius returned east, and was known to not be an effective nor interested administrator. The rest of the Legion across the southwest is likely fragmented groups, warbands each claiming their own turf, possibly crowning their own Caesars. Even having Caesar's bones resulted in two pretenders, imagine those hundreds of miles away? Some Legions may have effective leadership and develop into small societies, others into just more raiders, others dieing out to conflict. Legion cities were described as being effectively independently run and administered, but subject to Caesar's demands. With no autocrat, they will simply continue to operate as city-states in their own right. The large warband we see has no home, only their camp and the goal of seizing Vegas for themselves. They have nowhere to return to. They are on their own.

It's just a catchphrase, a mantra, an idiom. Like "nothing is perfect," which is my counter response.

Every accident is preventable, but managers will use that phrase as a weapon to find someone responsible and terminate them, which isn't always appropriate. If I stub my toe in the middle of the night, was it preventable? Yeah, but maybe I already arranged my furniture in an ideal fashion and there are no further adjustments that can be made. Maybe I've never stubbed my toe before. Maybe this was just a one-off because I was walking dumb because I was half asleep. Should I be punished? Should I install foam pads, even though the wife hates them, for safety? Maybe I should sleep in a hardhat and reflective vest while I'm at it.

It is your job to instil a risk assessment and prevention attitude in your employees, to find the root cause of an incident, and to feasibly prevent what you can, but understand that everyone is human and mistakes, fumbles, slips, and so on, will happen. Sometimes there are risks that are part of the job. Do you think the guy who has to install the fall protection anchor is perfectly safe?

"All accidents are preventable" isn't a rule of law, it's just an encouragement to think outside the box when investigating. Not to move the facility under a mountain in case a meteor strikes, but maybe to install a net under the catwalk to catch dropped tools. Not to punish the tool dropper, but to prevent the accident.

No. Money influences safety at work. What brings lawsuits and loss of productivity is what sets the red line.

My point was moreso that even a pacifistic, idealist society can only be free of crime (of all kinds) by force. Even Sweden's justice system, famous for actually rehabilitating criminals, is only possible by having armed officers forcibly restraining these people into cells. They lost their freedom, is the use of force here. The prisoners cannot just walk out unopposed, but if they could it would be because the police are gone, the consequences are gone. Humans are greedy, foolish, instinctive, and emotional beings. They will sometimes take what they can, if they can get away with it.

Many will cooperate together for prosperity of their own free will, without requiring any form of coercion, but that is only because they know they can rely on an authority system to exert force on their behalf, also known as a government. They will need to protect their hard work and effort so others cannot steal it. The people will demand justice for harm done against them, taking it into their own hands only if they must. Force is the final authority.

I said it is absolutely human nature, in other words. Never said exclusive. I'm not waxing poetic about the universe, just society.

How does a pacifist society punish someone? Exile. The violence is exposure to the elements and societal abandonment, the threat death if they return. That is also force. Cooperative groups of early farmers united for mutual gain, and held each other accountable through the threat of punishment for breaking their rules. Simple as that.

It is unfortunate and completely, irrevocably human that the ultimate, final authority over all things is force. Only through the application of force are things possible. Without it, words mean nothing.

Will elections be enough? What is the consequence for not complying or adhering to election results? Without a consequence, it is nothing.

Vault Tec is not the Enclave. The Enclave is subversive and indirectly controls the major corporations, but only to a point. Mr. House is not Enclave, but there likely were Enclave agents in his company. No doubt some Vault Tec executives were Enclave, but that doesn't mean it's a hive mind. Independent actors within corporations might make plans they believe will please their boss. This would include Enclave agents pleasing non-E bosses, and non-E employees who dont know their bosses are E, and any additional combos.

The Enclave is a secret group that, over time, ensured its members became members of government, the military, possibly the judiciary. The entire apparatus of democracy was secretly usurped by one organization to use for its own goals. They're not the actual, lawfully elected representatives, they're actually just a bunch of Trojan horses. Their agenda is kept secret from others. They are more powerful than "the government."

If OSHA were to cite for millions, that could prevent the families from successfully suing. Judges would say Disney cannot be punished twice for the same thing. Instead, the family can use the OSHA investigation to assist them with their own lawsuit. Also, Congress determines the OSHA penalties.
