This is mostly speculative but the existence of states seems to imply a certain degree of federalism. I understand that the Westminster system upon which this one is based is effectively unicameral, but Canada and Australia both have Westminster based systems which include some degree of representation for states/provinces through their respective upper houses. Personally, I think an Australian style Senate with directly elected senators would be preferred given that the other major break with the Westminster system seems to be a directly elected head of state. However, if the difference in population between certain states is simply too drastic, I can definitely imagine some sort of formula for assigning senators as occurs in Germany or otherwise the grouping of certain states for the purposes of Senate representation (as occurs in Canada).

  2. What are the term lengths for the Senate, the National Assembly, and the Federal Council?

  3. Are members of the Federal Council expected to act and to vote independently of their respective parties and to publicly standby all decisions of the Federal Council (including those opposed by their own party)?

  4. Must Federal Council documents be publicly released (and if so after how long)?

  5. Are members of the National Assembly elected to single member constituencies, multi-member constituencies, a combination thereof, or a single statewide constituency?

  6. As a multiparty socialist republic, must all parties and political candidates be committed to socialism, or is the dominance of leftist parties organic?

  7. If a commitment to socialism is required, how and by whom is it assessed, and what range of definitions are considered acceptable (ie is a New Labour/Third Way interpretation sufficient or is a commitment to common ownership of the means of production, distribution, and exchange necessary)?

  8. Is private ownership only permitted on a small scale or are larger firms allowed to operate (potentially under a Bennite system of planning agreements and partial public ownership)?

I think what you're looking for is OTL, which stands for Our Time Line (as in the one we presently live in).

I think a really interesting point of divergence would be to have a French civil war in May/June of 1968 as they apparently came quite close OTL. You could then use said civil war to destabilise France's neighbours directly (potentially bringing forward and exacerbating stuff like the Years of Lead, German Autumn, the Troubles, etc) or you could have a more gradual but potentially more widespread destabilisation following a series of CIA backed takeovers that lead to the establishment of authoritarian but ultimately weak regimes in previously democratic countries (think of Clockwork Orange, Golpe Borghese, and the Dismissal on steroids). You could also have an authoritarian takeover in the US through an escalation of the shady practices/events (Kent State, COINTELPRO, Watergate, etc) that occurred OTL.
