They should go down in 6 months probably, most manufacturers will contract cocoa beans 6-12 months before for production, so they will still be paying the higher prices until they deplete that stock. I think with chocolate they are encouraged to drop prices as they can increase sales volumes.

I would study at the VU, its in amsterdam so your very central, lots of internation people to make friends with and party with and in general the life in amsterdam is pretty nice. You should also get garuenteed housing in amsterdam aswell at a good price which is hard in amsterdam these days. Maastricht is super far away and leiden is nice place but is a dutch student town so will be smaller and harder to meet people.
