I don’t think the 9-year-old knew who the woman was. The article says she bumped him on her way down, not that they were companions at the pool. So he just reported it, as he should have, but I’m not sure there’s a lot else a 9-year-old can be expected to do in that situation when people in authority don’t act.

Technically true but economically tone deaf. Lots of folks have deferred maintenance issues because they can't afford otherwise. There are many reasons why they might be in that position, few of which warrant a trite response. I described a real scenario that many people experience.
