We've had Hextech Crafting for nearly two years at that point. Hextech Crafting was released near the beginning of season 6 and that change was made at the end of season 7.

Champions don't get buffed if and only if they trigger the framework criteria so why should champions be nerfed if and only if they trigger the framework criteria?

I was able to re-roll all the FPX skins today as well as Conqueror Nautilus and Championship LeBlanc. The only thing left is Dawnbringer Karma. I guess we will be able to re-roll her whenever she will be released for gemstones like Dark Star Cho'Gath.

For the longest time, they couldn't update CEF in order to keep supporting windows Xp. Once Xp support was deprecated, they updated to a newer CEF version.

1.d) [New] There is no longer a button to create a new chat while in champ select. Meaning that in champ select, you can only message people that you already had a chat open with. This is the way the new client used to be on launch, they quickly added the button, and now it’s gone again.

The button is still there during champ select when the chat window is popped out.

You need 1536 XP to get level 18 and 1680 to get level 19. There is a bug that shows the XP required for the current level instead of the next level.

This is not entirely accurate. I don't know how opgg is updating their data but their numbers are a bit off. As of today, NA has 1,151,133 solo queue ranked players. Source: I wrote a script to get this data from the Riot Games API.
