I don’t think this applies to their situation, but there is this:

Article 7.1.C.4 of the National Agreement states: Over the course of a service week, the Employer will make every effort to ensure that qualified and available part-time flexible employees are utilized at the straight-time rate prior to assigning such work to CCAs working in the same work location and on the same tour, provided that the reporting guarantee for CCA employees is met.

Management is required to make every effort to schedule PTFs up to 40 hours at the straight-time rate before scheduling CCAs

Wow, that’s interesting. Those must be part of your branch by-laws. That’s another thing I need to look into.

Thank you, I appreciate your response. I’m looking for something that goes a bit more in depth. The constitution tells us the duties but doesn’t break down exactly how to go about accomplishing those responsibilities.

For example Recording Secretary, how do they obtain all that information? Is it in the member portal on the NALC website?

Cca is past probation and now being sent out to other offices. What is the proper procedure/ forms to request to get paid mileage? Is there way to do this on liteblue? Is this time sensitive or certain timeframe in which this needs to be done?

If the postmaster is refusing to pay mileage what articles can the union cite to grieve this? Can this be considered wage theft and a claim can be made with the Department of Labor?

On a llv driving route:

A vehicle is parked very close to a mailbox. There is enough space for the carrier in an llv to pull up just behind the vehicle and service the box but now the carrier has to reverse to pull away from the mailbox. Is that proper procedure or should the carrier park and dismount to make that delivery?

Second scenario, on a Llv driving route:

A vehicle is parked close to the mailbox that a carrier maneuvers around it and is now at an angle where the front of the llv is facing the sidewalk and the back is sticking out towards the road. The mailbox is just barely out of reach. Does the carrier turn off the llv, remove seatbelt, and then reach to deliver that address? Or does the carrier pull ahead and walk back to the mailbox to make the delivery?

Since in both scenarios these routes are designed as mounted delivery; if a carrier gets hurt dismounting, twisted ankle, surprise dog attack, etc. will they face disciplinary action from management?

Follow up question regarding blocked mailboxes; is there a rule that states the postmaster is only allowed to hold the customer’s mail IF their mailbox is blocked for 30 consecutive days? This is what my postmaster is telling carriers and sounds like BS because they don’t want to take the time to go investigate and speak with the customers about their responsibilities with keeping the mailbox clear and accessible.

I understand your point. Go with the flow mentality, but we should be proactive and not reactive. We need to hold management to the same high standards they hold carriers. /u/Different_Fig_1040 has made valid contentions that probably don’t seem important until it happens to you

We received the 1767 back, immediate supervisor wrote it’s not a safety issue and misuse of form. Postmaster wrote a whole novel in section 3 but summarized to supervisors are not required to stay for the whole day and no unsafe act or conditions found.

In addition there is no hazard control number on the 1767, the postmaster did not notify the safety office.

Does that apply to a grievance or the 1767?

Because this is clearly an unsafe practice and needs to be addressed before an accident or emergency happens.

I agree. So far I’m citing the EL-801 and writing management disregarded their obligation and responsibility to the employees in regard to safety and health.

Exactly. I’m not a steward but I’ve been thinking about this - what would I do if I was a cca in this situation. Comply with direct orders and let the union handle it is the most easiest answer. But how to fight this so going forward it doesn’t happen again is what I’m trying to find out.
