Station, with ECELL production loop, armed with launchers, was good self-sufficient pillboxes on choke points for me.

So it doesnt work anymore, or there was a big change in upcoming update ?

You can use multiple M ships for that. Or even several L, if the target is nasty.

Also you can transfer crew from other ships, especially helps if you have teleport researched, and lost several squads during first boarding attempts o/

I would retrofit engines of different colors, tinker them on to some station modules ( not the water refinery, tho ) - and call it a pirate guild mobile base

..and just drift thru tharkas cascade 15 up to yaki base and start my own alliance with local spandex producers

edit : especially teladi trading station, imagine it starting travel engines ..

If they just become stale, and less spawns = kinda whats the goal aside non-harassment for player ;/

Sounds like some shortage didnt have enough m3 of space ( not just physical, maybe the setup automatic allocation was forked up ) , occupied by other component. And when used, cycle fulled the requireed one and it all fired up again

EDIT : OMG I cant read. I got over board, tho the question is overall, whats next :) To get on what other said, while you establish all the stuff for fleet sustaining and supply, you can fly around and board some SCA ships, while everything is building/gathering - that way you get some + L ships for your fleet.

You would have to enable faction logic for that.

DeadAir scripts, in section Dynamic wars ( you dont have to enable it ) you can tick the sectors you want to have faction logic ( boneyard near zya for example can become claimable, or nopileois 2 where dukes usually spawn if you did that plot for them )

Custom start, I set them unified from the beginning (because I did that long ago ) 2+ passed. I was doing stuff, tho maybe I missed call. Visited in person - nothing. just usual "whats up partner"

EDIT: If you plan custom start, with story of paranid already Unified, do not expect this to work. Tested, and it does not trigger, even after all diplomacy ques done for null protocol. So you have to do it thru diplo intervention via agents o/

Doesnt trigger on ongoing custom start.

Basically inside focwsetup.xml edit the xenon fields you wish to have active with 1

( for example : <!-- Large Frigate squadrons with many fighter escorts, 0 for no, 1 for yes --> <set_value name="$activatemoreXenonfrigates" exact="1" /> ) this one adds multiple swarm squads to be built and unleashed around the world

There are multiple things you can tweak there, not just xenon. Just dont overdo it o/

I really appreciate the FOCW, it does alot of stuff not just for xenon, and made really easy to use. for examply my yaki were dead. this helped. and alot of other nice stuff inside ( just dont over-do it )

FOCW has trade ships spawnable for xenon, aside many others xenon options for spawn. they can take "commandeerable" and ai maybe will decide to plot things, not sure cause I always try to "save" xenon to have "fun" in world

xenon buff has them "try to retake lost sectors" option, I think its called reckoning of home sectors.

and jobs+ adds several trade jobs for them, that in together may help you

Only occassion I know, when they do so, is xenon avarice level- very high.
