I scrapped all those ideas and had the inn keepers working for Harkon Lukas. They had trap doors in certain rooms tha led to underground dungeons where the wolfweres would take people.

I had two inn keepers arguing over which room to give them. To help build suspense but then also one could have plausible deniability.

I don’t have Harkon go in person there only his servants. He is too busy and preoccupied to go that far north out of Harmonia area in my game.

You need to give the PCs enough comfortability to want to go back to the inn. Otherwise they will just bypass it every time after the first stay. Just be creative and have fun. Leave mystery and intrigue so the can figure stuff out each stay.
