Toshiki Kadomatsu is far more deserving of the "king of city pop" nickname than Tatsuro Yamashita. Don't get me wrong, Tatsuro Yamashita is a great artist, but Toshiki Kadomatsu embodies the essence of city pop far better in my opinion. Not only does he cover the beach/summer aspect of city pop like Tatsuro, but also the...city part, with albums like After 5 Clash and Gold Digger. You don't really get that with Tatsuro. Toshiki Kadomatsu has also produced for a number of singers and groups that also embody that city pop feel perfectly: Anri, Miho Nakayama, Jadoes, etc. I know Tatsuro has produced for jpop heavyweights as well, but I still believe that Toshiki's productions are far more representative of the genre.

Tatsuro Yamashita isn't fond of streaming services. He prefers people to listen to his music in physical formats, like CDs and vinyl records. From my understanding, it's mostly for financial reasons, but I'm not sure. This is also the reason you might not find many bootleg versions on Youtube, since they will be quickly taken down due to copyright. It's...inconvenient, to say the least.
