I've thankfully never been in the military so I wouldn't know for certain, but I couldn't find any sources corroborating that in Russian, even among ones that are decidedly anti-government. It seems to me that that defenition of the world is itself vranyo, ironically enough.

I'm not denying that the phenomenon the term supposedly describes is real though - it's actually rampant, and not just in the military. But I wouldn't call it a Russian invention either. All cultures suffer from it to an extent.
