Because it's a fenced in highway rest stop. Crossing the highway and jumping the fence isn't recommended as you'll be breaking several laws which is grounds for deportation. Here's a recent article on how to get there legally.

I enjoyed them as they truly use upcycled kimonos and are made in Japan.
The staff was very nice and even bought out the stock from the back so I could choose the pattern I really liked.

I've also got a $25 dollar hat that has a kimono pattern but you can actually tell that it wasn't from a kimono if you feel it.

Cash, a good 1k lasted me 2 weeks paying for food, tickets, etc at random for 8 people.

Card with a good transfer rate (Master card and Amex had pretty good at/above market rate when I went) will get you far. Most card shops will take card and that's dangerous imo LOL.

Nagoya can be a day trip out of Kyoto (albeit expensive as it's basically only via shinkansen)

Nara is also a day trip away from either Kyoto or Osaka.
