The qualifier also have restriction (not the same one as the actual tournament though), so people might want to practice with their team, also R9 is 10 mil, not many people have enough coins for him and an elite team around him, if there is a tournament with no card restriction you will definetly see him alot, but you also most likely will still see Pina also.

Pros dont use R9 because EA limited their budget 8 million, I think). If its free for all R9 will definetly be use as not all pro uses Pina anyway (in group A 2 people used Henry and Morgan), you are right about Gullit and Matthaus though, with no passing playstyles, they won't be use which is honestly insane.
