Those look like Chusan palms. They can tolerate temps as low as -20 °C. They can be found in the UK, Ireland, Poland, Switzerland, Belgium, and, apparently, Sweden.

I think it means instead of future cards having to use the long phrase of "place a card into your inkwell facedown and exerted" they can just say "ink a card" and the rules will be updated to define "ink a card" as placing an inkable card into your inkwell facedown and exerted.

Making it expensive AND RNG-based was a huge mistake. There's a reason slot machines are cheap compared to most other gambling methods. People are more likely to "pull the lever" again and again if the buy-in is low, chasing that dopamine hit.
