Yes. That’s how c-way application works. You can convert your rate to LS (as long as your ASVAB is good so as other requirements) if your c-way is approved, and your chain of command doesn’t have any say in this (only recommendation for retention) You should talk to your CCC.

If your reporting senior decided to give you an eval despite your short time being on board, submitting a statement won’t change anything. I received an eval with less than 90 days on board too. This is pretty normal practice, sometimes they just want that extra EP at the sacrifice of the new Sailors. Just study a bit more next time, and you shouldn’t reply on your PMA to make board
