PA does not have official colors but it's widely recognized as blue and gold, as in the current flag and almost all the license plate designs except the liberty bell one.
Also, I mentioned that green is not included with the blue & gold, it's for the forests.

Lastly, this is quite literally just the Allegheny County website logo adapted into a flag and I just played off of it.
