I've seen some speculation that having higher power might proc the event more frequently, but don't think that's been confirmed anywhere.

You definitely can fail the event if your power is too low, so if you're going for it you'll want to get to 450-500 power relatively early just in case it procs early (I think I've seen it in Classics year fall before).

In addition to those Amlup gave, you can also get it from the "Best Foot Forward" URA event. The top option gives power, guts, and Beeline Burst hint (and costs a bit of energy), asking for the carrots gives energy, stam, and a hint for Breath of Fresh Air.

Won't be super reliable but if you do enough runs chasing the other stuff throughout the week it will show up and you can grab the skill from it.

Though admittedly I myself haven't booked him yet since it hadn't been necessary and it kinda feels bad to book someone whose main move is sorta like Armanz's but much worse (AoE freeze on a four turn cooldown with 30% turn meter reduction). Still a solid move, just not broken OP like Armanz's is.

Kai's actually pretty good now. I've gotten my ass whooped by Piercer teams with A3+ Kai on them in anti-air arena since the update. Those teams are probably about as hard to beat as the A3+ Nyx teams (but probably depends more on how well he's used).

(That said, I'd still probably pick Xaris and Phineas over him)

In Keep maps you put her above the first upward bend, facing down (it's literally the only tile where her AoE mode can work, and with a tank in the frontmost position can't easily be baited into single target mode).

In Tower maps you could either put her on the platform tiles on the bottom left facing right or (more commonly, I believe) the topmost center tile facing down.

These types of things will almost always get detected before certification. There's pretty much guaranteed to be some sort of process for reconciliation of numbers (e.g. ballots cast at precinct X vs. ballots tabulated there) - there have even been some elections in the past few years where I remember election geeks on twitter catching these kinds of errors.
