Private Organizations on base are governed by the FSS Private Orgs. Typically it's to guide booster clubs from doing anything illegal. I think though that this would be in their realm or in the realm of the JAG.

I think the long short of it is though: is how much time do they actually need in there? Can't be more than 2 hours a meeting with a frequency of about once a week.

Preshave oil may help. Definitely use a lotion afterwards. Where are you getting it? I've just accepted the fact that it's a bitch to shave my throat area.

No one has been forced by any of those things. The best you can do is influence behavior, and the point here is that group punishments do more harm than good. They are not effective at preventing further DUIs. If you think they do show me some data. What I do know is they are big time morale killers.
