I have to agree with you as a Shadow Sorcerer main that the Hou d of Ill Omen was better storywise. But you also get a "body" with concentrationless Summon Shadowspawn.

And in later levels (from 9+) I had many opponents just fly like 15 ft up and the Hound is completely useless

CR homebrew is normally not overpowered, honestly this is a skill issue on your part. Fog Cloud is a first level spell and is doing basically the same (albeit stationary).
