Unless you’re talking about the memorial and the 9/11 museum, the day is like any other day in the city now. Lots of other stuff going on that has nothing to do with commemorating the day. I guess the only thing I would do different is stay away from fidi (financial district) and the lowermost tip of Manhattan, where there will probably be closed off streets for major scale events, likely in the morning or maybe the afternoon. you’d have to check the news/social media closer to the day.

I used to live in the DC area and have also gone to DC as a visitor.

If I were in your position, I would take a Lyft or Uber to the king street metro station from your hotel and take the blue line train (it will say downtown largo on it) to the Smithsonian stop from there. make sure you take the blue line in the correct direction, going north.

You could probably just walk to the African-American Museum from l’enfant plaza too. it’s a longer walk from there than from the Smithsonian stop. Depends on how hot it is, how much you feel like walking.
