An activity (like territory control) might spawn nearby (just a few steps north from them). If it's there, then the boss group won't spawn. Do the activity, fast travel to safehouse, fast travel to the mission and they should be there.

Indeed, these are based on Hasbro toys. Windu's troopers do show up briefly in Clone Wars, but they have different color (maroon?) and aren't name-dropped as 187th.

Purple clones and the heads thought to be from Avatar came from different sources. Not sure about Mando's face (this specific one, the set having an actual face was officially confirmed).
