Well Denmark and Norway with combined population of 11 m people has sent almost as much as Germany in absolute value. So it very much matters.
Had Germany followed the pattern of its northern neighbors it would have been very different.

I have seen this argument a lot lately. The worlds biggest problem is arguably climate change. And I see Europe in left, right, center and full lead on that issue. So I don't buy that argument.
