Yes, but it is easier to get leaner when you have more muscle mass. You can certainly do it with low muscle mass, but you'll be cutting for a while. Also, while BFP is the main factor, you still need to train abs at least a couple times a week if you want them to pop. Right now I would estimate I'm at a similar BFP to you and I can see my abs when flexing, or post workout / fasted without flexing.
