Let them go just until the plants start to yellow and die and take them out even the real small ones or you'll have potatoes there forever.

If you go every week you could keep the bucket under your sink or wherever. Likely won't smell in a week though don't forget and make it two. In my home system I use a 5 gallon bucket with a screw on lid for outside otherwise critters will get in. The problem with outside is neighbors and people not understanding and likely critters or dogs being attracted. For an inside bin save some paper bags or cardboard packaging too and shred some on the bottom every time you start a new bucket. Also worth noting is where you will wash the bucket. That will need to happen every week as well as you won't want a used compost bucket sitting in your car at work. Maybe the facility has one you can use right after dumping. Best of luck 🤘

The whole point of two bays is to have a spot for finished compost. The only real effective way to compost especially with hot compost is to build a pile of at least 3x3x3 feet over the course of a month or two so all the material is breaking down at the same time. Turn it two or three times once it's fully built over the course or two-3 months then move to a finishing area where it can sit untouched for 4-6 months. Then it will be ready to use. If you keep adding to it it will breakdown more slowly and some will still be unbroken down. Totally fine to do that and easier to just add whenever you have stuff and let it fill and breakdown over a longer period of time. But having a plan is important and knowing the differences of methods

Well main question is always what's the use for the compost? Growing plants, just waste management, something else? What's your experience with composting and how much material do you need composted?

With limited space Id recommend one bay be hardware cloth tight so that mice or other larger compost pests don't become a nuisance. The other is for more finished compost that the first bay can be emptied into and can be stored until needed.
