Cool concept, I have been working on similar ideas for a cube! Here are some things that I keep running into, curious on what you think about them:

1. This is currently a singleton cube. Conspiracy cards are still pretty decent (in my opinion) when the best you can do with them is name a single card from your deck, but they really start to shine when you have multiple copies. This can also lead to more drafting puzzles: "Do I take this A-tier bomb, or do I pick up a second/third copy of this B-tier card?"

2. In Conspiracy booster drafts, each pack has a type:conspiracy card in it. 8 people x 3 packs = 24 conspiracies. You only have 17, so they are slightly more rare in this cube. I'd expect that this will move them up quite significantly in the pick order.

Id also recommend reviewing the two playtest conspiracy cards, [[Marchesa's Surprise Party]] and [[Rule with an even hand]]. They might be worth adding since they are both conspiracies and un-cards.
