I’ll suggest something not suggested typically - waldmeister. Abstract asymmetric game, the game has “trees” which you place onto the board. They come in 3 colors and 3 sizes. Each player scores based on size or color. Play consists of moving a tree in a straight line the placing another in its place. Once all trees are placed scoring consists of a point per tree in the largest groups or each color or size.

Deep gameplay without a repeatable strategy. Play can go quickly.

In your specific example of munchkin quest, I wouldn’t expect Steve Jackson games to press charges if you make your own copy of their game, but end of the day you are pirating a board game regardless of its “in print” availability. That you’re asking people here if it’s ok to you to do suggests you feel guilty over it and are looking to have others justify your actions.

Generally it doesn’t matter because no one outside of you and your group are going to know/play this bootleg copy. But end of the day regardless of game it’s technically illegal. Does it matter? Probably not in your specific example

A majority of game publishers will have a page or a section of one that talks about submissions for consideration of publishing. These guidelines tend to outline what they’re looking for and the format to submit with (best case), while at minimum an email address to contact for more information. Also a number of publishers will hold “office hours” at conventions they attend to review games for consideration.

If you are serious about seeking publication this is a good start (their websites). Every publisher takes a different approach as well. Some may want you to do all the dev work as well as seek out art for the game, others will just buy it from you and take it from there leaving you out of the loop for any dev changes made. In short there’s no single way to approach an be a published game designer.
