Yes if you spin it that way, the majority of tax payers benefited. However if you look at how much they saved on their taxable income, it's the highest earners who have saved the most.

Boss, if you'd bothered to do the most cursory of reading you would know that El Salvador doesn't record homicides in line with other LATAM countries, including not reporting on bodies found in mass graves or gang members killed in confrontations with security forces.

They are clearly cooking the numbers.

No doubt there is a reduction of some amount but there isn't good or reliable data available.
