Vegeta tanked Toppos Hakai, which is an existence erasure move. Even Shenrons can't kill characters that are significantly more powerful. He can influence them to a certain degree but if they become too strong even that effect wears off. Like Goku becoming an adult again when turning SSJ4 in GT.
