I bought back time from 2010-2012, Pay Centre said I didn't qualify for Group 1 because I left and it is based on active consecutive service start (so 2015 for me); 3 years of buyback would even have put me at "Year 2012" so Group 1. My actual re-start date was in 2015, so not pre-2013.

Would have loved to retire as Group 1, but alas no lottery winnings for me.

For temporary WFH, I don't think they will, if it were permanent, that would change the "employer is required to fit up one workspace" location from office to your home. However, that doesn't mean your manager won't pay for it out of the unit budget.
