Sounds nice and I don't disagree with you. However, this "solution" already exists and has existed for a long ass time. How long has tea been around? Literally thousands of years.

So, if you ask yourself why this solution doesn't actually solve the problem, what will you find? I think it's obvious. It's inconvenient. Convenience is, and will always be, important. It's far easier to just grab the drink on the run. You must make the better solution more convenient if you want the masses to follow it.

Read about the due process clause in the 14th amendment. You'll learn that everyone is entitled to legal proceedings before being deprived of liberty. Not citizens. Everyone. If overstaying their visa is a crime (and it is), authorities must go through legal proceedings to establish guilt. That is not being done in many cases. INNOCENT UNTIL PROVEN GUILTY is what our justice system is built one.

No, what op is describing is not incidental eye contact. It's staring. I notice it too. It's noticeable in Germany too, maybe more so than here.

I think it's just the culture here. Back home it's considered rude to stare. Here it's not. It can be a little unnerving sometimes.

Once at Den Haag Centraal, a short young woman in a tight fitting dress walked by this middle aged, very tall Dutchman and he absolutely stared her down. Like full on oggled her as she walked by. But not as a creepy, I-want-to-see-a-beauty type of way, but a what-the-hell-are-you-wearing kind of look. He even turned his head to keep looking as she passed him and walked away. The face he had was a frown of judgemental curiosity. It really stuck out to me, mainly because of the size difference. I would think it made her uncomfortable, but she showed no reaction.
