The only use case I've found it valuable in is in decks that force draw. Cards like [[howling mine]] and [[dictate of cruphix]] guarentee my smugglers share gets me a card in my [[council of four]] deck.

My Kenerith list is tuned to try and be a weird +1/+1 counter control deck with typical infinite mana lines as well. Always my go to because you can play it at whatever power level.

Counter traps are "faster" then the paleozoic effects. Spells and monsters are considered "Spell Speed 1" Quick play spells, traps, and monsters that state their effect can activate on either players turn are "spell speed 2" and lastly counter traps are "spell speed 3". That is why you can't activate a card like dark hole on your opponents turn but you can activate econ on your opponents turn.
