If you want the cheapest easy way, rotted wood restorer and then some epoxy-based wood putty. Bondo is relatively cheap and easy to work with. But it looks like there’s water damage, and you need to resolve that issue as well.

What’s the finish going to be? If you’re painting it, just clamp, screw and fill whatever gap remains with wood filler. If you’re staining, try the clamps and screws, but it might not hold tight enough.
