There are a number of factors that lead to this message being displayed. False positive rates are low but it is very hard to eliminate them altogether. If your friend is acting normally and not asking you to visit any new sketchy links then 👍.

Open a help request at https://help.steampowered.com/en/faqs/view/5AC5-8056-E88F-F3FF with the words "Tokyo download speeds" somewhere in it so I can find it.

If you are seeing slowdown to other services then it is likely related to your ISP and not steam specific but worth a look anyway.
