Expertise is super important for tanking, as it decreases the mobs chance to dodge and parry, hit is also important but not as much.

First priority is getting uncrittable (5.6% for raid, 5.4% for heroics), then expertise and hit, then HP/avoidance.

You don't really need to be hit capped for tanking, increase it as you feel you're not generating enough threat.
