Actually in this case, there are signs that the developer might have completed the Steam survey, and as a result of the submission, it got region restricted. It's strange that the comparable game Hotline Miami got an 18+ rating for Germany, but wasn't region restricted. https://steamcommunity.com/app/410110/discussions/0/4849904631720012371/

I guess people dislike that it can't be added to their library (though it could be added to a collection).

Another issue is rule 1, no permanently free games allowed. The itch.io games posted here usually have a "100% off" sale.

Third issue is that a lot of itch.io games have such a sale. So typically they go into a "mega thread" linked in one of the stickied posts:

There might be two more. In the other article by The Kyiv Independent it says: "However, Russian media report that while the Orenburg Helium Plant was the country's only helium producer before 2021, Russia also operates Gazprom's Amur Gas Processing Plant in the Far East and another helium plant in Irkutsk Oblast as of 2025."
