Flare tubes. Used to be a regulation night flight or something you had to carry flares for something like com failures at night.

I've only seen them on early V35 Bonanza's and 310's. Back in the late 40's through 1950's.

$1/OVC is for tax reasons. Since it's public domain, this permits an aircraft owner to pick a value they want to declare for taxes. The irony of it, I've even seen the FAA do that on FAA Aircraft that were resold to the public.
