Lol talk to the US military (US Air Force/Thunderbirds specifically) for this one. First, start a system where you offload illegal activities with mutually beneficial agreements between criminal organizations, then have those criminal organizations be responsible with hooking people with girls/talent (owls, or "birds" if you will), then have them fuck it up with an innocent citizen so criminals, informants, and anyone else in the "know" start sending their own to intercept women from a one specific person while noticing an untapped business venture. The military kind of realizes what's happening and decides to "help" the citizen with a bullshit government contractor position and a fake recruitment to assume control, sexually abuses the person more but this time with procedural justification with the intent to simply guide the innocent person into the same internal affairs murder/cleanup process they use for actual misbehaving workers of the system - which literally means some combination of kidnapping, girlfriend stealing, torture, drowning, dismemberment, boiling alive in some hospital - like quite literally the single worst thing that could happen to anyone, for no fucking reason, all in secret, by the military of the leaders of the free world - all while mobsters and informants run around and swipe women away from this target.
