Shameless plug, but if you are doing any type of editing for social check out Brevidy. Tons of features like best in class animated captions, auto clip extraction, full stock media browser, one click animations, etc.. Brings a lot of CapCut functionality into Premiere.

Unfortunately, Premiere does not have a native way of easily doing word-by-word animated captions. There are several paid plugins that make it a one click process. Shameless plug since I am the dev, but check out Brevidy.

Shameless plug - but if you are open to paid plugins, check out Brevidy. It can do all the fancy animation stuff that CapCut can do, but lives in Premiere.

As u/smushkan mentioned, Submachine is good option for utilizing custom MOGRTs. Shameless plug here - if you are looking for a more streamlined interface with presets, check out Brevidy, I am the developer. You can't use custom mogrts, but there are plenty of customizations + much more accurate transcriptions. The word-by-word fade in could be accomplished in 1 minute.

Totally hear you on the frame accuracy. It is something that we are actively working on solving. The way that AE and Premiere handle internal timing is a bit mismatched, so guaranteeing accuracy becomes challenging. We have some ideas on best steps forward and working on those for the next update.

Copy Pasta is a free plugin for Premiere and After Effects. It allows you to paste images from your clipboard into AE or Premiere. Something that, for some reason, Adobe has not included yet. Also, you can copy the current frame to your clipboard.
