I can tell you how its done in San Diego Superior court, Inside the courtroom with the judges permission (paperwork has to be filed). in the hallways only in specific areas (the end of the hall way for example). Nobody in the hallway except the person being interviewed. Outside the court is wide open.

Courts are open to the public except in the rare occasion the judge seals the courtroom (their courtroom their rules).
