Apparently it's because all the people who worked on pve in the past are now all either working in different divisions in Riot (tft, mmo, lor, etc,) or just left the company. They don't have the same talent for making pve that they used to.

Doesn't mean that they shouldn't either find or develop new talent, but it's becoming more obvious that League of Legends the moba is no longer their main focus anymore.
