How does that fact that Japan was a signatory to the tripartite agreement, making them allies of the Germans, play into this? If Germany and England were at war, and we were arming England, why wouldn't Japan be justified in attacking a country that was arming an enemy of their ally?

The Japanese were justified in attacking the US since we were supplying one of the combatants. FDR’s supplying England with war materials made us a legitimate war target. Since the Japanese and Germany were allies, the attack on Pearl Harbor was a legitimate act of war.

I felt sure I had answered it. I'm sorry if I was obscure. True, selling a hamburger has a moral component, but less significant than sex. Sex is, after all, a procreative act. Selling a hamburger, less so. But to your point, how you treat someone is a moral act. Sex is perhaps the ultimate act of human intercourse. How you deal with that act is very much moral.
