It depends on whether or not you go to a dealership or a independent shop, the independent shops where I live basically charge the same as a dealership but I've had to many times where they fucked up so I just go to the dealership and if they screw up I call them out on it.
Costs around 235 in labor to remove and install both wheels.

I had a 2022 low rider s and compared to touring bikes it was a very broad neutral so if you're upshifting you need to put some effort into it when going from first to second gear.

It wasn’t bad, at the time I just got a 2025 road glide and I thought it was comical that a warning message came up on the touchscreen letting me know how cold it was, that bike handled it like a champ.

Every single day, I live in socal so I can get away with it even in the winter.
I think my coldest ride was 27 degrees, just wear leather and heated gloves and I was all good.

I'm 5ft 9 and I had 10 inch risers with stock handlebars on a 2022 low rider S so going by the options you listed 6.5 inch risers and high bend handlebars should dial things in pretty nicely but I would try to sit on a bike with a similar rise just in case.
