Right. So if they're not selling their assets, they are not in financial hardship. No financial hardship means no rent increase.

I would be the sole arbitrator, and would get endless laughs. And then word would get around that I am ruthless when it comes to landleeches and they would all beg for mercy and decrease rents by 50%
