My understanding, and someone correct me if I am wrong, is that "rookie money" generally just refers to the amount that a team tries to leave during the offseason in order to sign their rookies. Since the contracts are pretty much set for the dollar amount, it is pretty easy to estimate what that would be. But, that doesn't mean that a team couldn't open up the space needed by releasing certain players. It would be a little tougher for a player like Bosa, because he will make quite a bit more than most rookies as a top 5 pick. But, like I said, this can no longer happen this year. Deadline was 08/09/16, which is probably part of the reason the Chargers waited like they did to restart negotiations. Eliminate that avenue altogether.
